Hado

Players may cast Kido without an incantation, the Kido will receive a negative based on the tier (except in rare cases, such as when the Kido does not have a chant or it is specified in the spell) An incantation will work as a narrative charge up, and you will chant and cast at your Reiryoku Speed.

These Negatives are:

Tier 1- Reduction of 5 levels from Strength

Tier 2- Reduction of 10 levels from Strength

Tier 3- Reduction of 15 levels from Strength

If the user is physically restrained there may be some Kido they cannot cast due to requiring the body to move. However, there are also Kido that the user MAY cast while restrained. The general rule is if the Kido states you must use a body part; if you can’t use that part, you can’t use that Kido.

A player may only cast Kido equal to the tier they are able to use at the moment, and it places that tier of skill on cooldown. Meaning if you use a Tier 3 kido, you may not use another Tier 3 Skill until the cooldown is over.
